Maa Kaali is the Mother of the Universe. Kali comes from the Sanskrit root word Kal which means time.
She is the most compassionate because She provides moksha. She is the counterpart of Shiva the destroyer. They are the destroyers of unreality. The ego sees Mother Kali and trembles with fear because the ego sees in Her its own eventual demise. A person who is attached to his or her ego will not be receptive to Mother Kali and she will appear in a fearsome form.
As per the legend behind Goddess Kaali's standing on what appears to be Shiva's corpse, it translates as follows:
Once Goddesss Kali had destroyed all the demons in battle, She began a terrific dance out of the sheer joy of victory. All the worlds or lokas began to tremble and sway under the impact of her dance. So, at the request of all the Gods, Shiva himself asked Her to desist from this behavior. However, She was too intoxicated to listen. Hence, Shiva lay like a corpse among the slain demons in order to absorb the shock of the dance into himself. When Goddess Kali eventually stepped upon Shiva, She realized She was trampling and hurting Her husband and bit Her tongue in shame.
